Tamil Nadu, a vibrant South Indian state, draws both inter and intra-state migrants, particularly to its capital Chennai for employment prospects. The concept of ‘immanent outsiders’ captures their dual role. While these migrants contribute significantly to the state’s economy, at the same time they face exclusion from essential benefits of the state. The Jesuit Migrants Service’s (JMS) work in addressing these challenges and facilitating access to rights, demonstrates the importance of grassroots efforts in fostering inclusion and a sense of belonging.
